App peek not working

While having 'App peek' enabled, it does not actually show up when 'hovering' over a favourited app on the home screen. This happens on all graphics presets. Perhaps it is related to available device RAM. However, the app is still available in the background and selecting the app instantly puts it back in the state where it was before.
Current behaviour
Hovering over a favourite app does not have any effect other than darkening the screen (when 'Immersive mode' is disabled.
Expected behaviour
Hovering over a favourite app blurs the background (when 'Immersive mode' is disabled) and the app shows in a flyout/popover.
Bonus: 'Immersive mode' can be enabled in the menu, even if 'App peek' is disabled.

In this case, are rows on the home feed for these apps showing, but still the app peek card is not showing?
It's not ram related, but if, for example, there is a Netflix row that is populated on the home feed, but hovering over Netflix favorite app does not show the app peek card, then that's a definite bug.

Paul Dhaliwal I see I misunderstood the feature. I thought it was a multi-tasking feature where the background app is shown in a fly-out.
Initially it would not show because, I think the Netflix media feed was not cached yet. Neither were any of the other media feeds. Now that it is, it works as expected.
